Morning: Strip interiors 9am-1pm
Start at the Bellagio Conservatory (open from 6am, changes seasonally, free). Cross via the skybridge to Caesars and spend an hour in the Forum Shops — the fountain shows and the ceiling that fakes daylight are more entertaining than they sound. Skybridge to the Mirage, then to Treasure Island, and cut through to the Venetian. St. Mark's Square inside the Venetian is the best hour of indoor Vegas — canals, gondoliers, painted sky. Grab an espresso at Grand Lux Cafe. You will have covered a mile without going outside once.
Afternoon: museums and aquariums 1-6pm
Options that reward a full afternoon: the Shark Reef at Mandalay Bay ($30, 90 minutes), the Atomic Museum on Flamingo Road east of the Strip ($29, two hours, genuinely excellent on nuclear testing at the Nevada Test Site), or the Mob Museum Downtown ($30, two hours minimum). Rideshare between them — walking is fine in Vegas rain, but the roads flood and drivers panic. If you have kids, the Discovery Children's Museum Downtown is the answer. Otherwise pick two of the three museums.
Evening and where to sleep
Book a show — Vegas rainy nights are what shows exist for. O at Bellagio, Absinthe at Caesars, or a Sphere concert if the calendar cooperates. Dinner inside your hotel so you do not have to move — Bellagio has Prime Steakhouse and Lago; the Venetian has Yardbird and Bouchon. Sleep at any Center Strip hotel connected to the skybridge network: Bellagio, Cosmopolitan, Aria, Vdara, Cromwell, Bally's/Horseshoe.

How often does it actually rain in Las Vegas?
About 26 days a year totaling 4 inches, most of it in winter and during summer monsoon afternoons in July and August. Full rainy days are rare.
Do the skybridges really connect the whole Strip?
No — they connect Center Strip well (Bellagio through Venetian) but there are gaps at the north and south ends. Rideshare across the gaps in rain.
